<h1>Who outranks who?</h1>

<p>This page details who outranks whom, and who must obey whom, and what
happens if there's a contradiction.</p>

<h2>The Chain of Command</h2>

<p>Listed in order of highest ranking to lowest ranking.</p>

<dl>

<dt>Site Owner (currently Shentino)</dt> <dd>The person in charge
of the "Phantasmal Test" site, which you are currently reading.</dd>

<dt>Mud Administrator</dt>

<dd>Each mud's top adminstrator.  If a mud does not have an
administrator, then the Site Owner shall be considered mud
administrator.</dd>

<dt>Mud staff</dt>

<dd>Any staff of the mud in question.  Further details are available
with each mud.  It may vary from time to time depending on the needs of
the mud, as well as the qualifications of any applicants and even the
theme of the mud itself.</dd>

<h2>Orders</h2>

<p>An order is any directive, rule, or command issued by a staff
member.</p>

<h2>Command responsibility</h2>

<p>Any order shall be considered to have been obeyed by whoever issued
it.  This applies regardless of its validity.</p>

<h2>Conflicts</h2>

<p>In event of conflict between two orders, the one of higher rank shall
prevail.  Should there be a tie in rank, then the order which was last
issued shall prevail.</p>

<p>Any order issued in contradiction to an order of higher rank is null
and void.</p>
